Staff Report for an Amended Final Plat for Lot 2 Germano Subdivision Exemption and
Adjacent Parcel per Reception No 960463
I. DESCRIPTION OF THE SITE
The parcels in this application are located off of County Road 320 southwest of the Town of Rifle.
The Colorado River is about 650 feet to the west of the parcels. Parcel # 217527100051
(Thorshov Parcel) finds access directly from CR 320, while parcel 217527400039 (Snyder
Parcel) is accessed by a private, shared drive that connects to the County Road. The area is a
mixture of vegetation but are flat. Both lots have residential structures. The surrounding area is
mostly large parcels with a mixture of residential of agricultural use s.
There are existing homes, agricultural, and accessory structures on both lots. One structure exists
within the area that will change ownership. This structure will remain. An aerial is presented in
Figure 2 as a reference.
II. DESCRIPTION OF PROPOSAL
The amended final plat will alter the boundary of
between the two lots by shifting the line north.
Figure 1 shows the exact area of the amendment.
Full images of the proposed plat is provided in
Exhibit A. The image in Figure B shows an
approximate area of change as a convenience to
see what improvements exist in the area.
The proposal will move approximately 2 acres
from the Thorshov Parcel to the Snyder Parcel.
This area has some fencing, outdoor storage, and
pasture space. The area is does not contain any
access easements, irrigation ditches, or similar items.
There are no corrections or other items contained in the application. The Thorshov Parcel was
originally created by the Germano Exem ption, while the Snyder Parcel was not a part of that
process.
III. COMPREHENSIVE PLAN
Future land use is residential medium high (1 dwelling unit for every 2 to 6 acres) and is within
the Rifle area of influence. This proposed amended final plat does not impa ct conformance with
the County’s Comprehensive Plan vision and goals.
IV. AUTHORITY - APPLICABLE REGULATIONS
This Amended Final Plat Application is being processed in accordance with Section 5-305
Amended Final Plat and Section 4-103, Administrative Review of the Land Use and Development
Code. An excerpt from Section 5-305 (C) containing the Review Criteria for an Amended Final Plat
is provided below. Continued compliance with Article 7 Standards and the Coryell Ranch PUD
(Exhibit B) was also reviewed.

5-305 Amended Final Plat Review
Review Criteria
An application for an Amended Final Plat shall meet the following criteria:
• Does not increase the number of lots; and
• Does not result in a major relocation of a road or add any new roads; or
• Will correct technical errors such as surveying or drafting erro rs.
V. REFERRAL AND PUBLIC COMMENTS

is Lot 2 of the Germano Exemption and I think it should continu e that numbering

Parcel per reception no. 960463, and perhaps should be titled “Exemption Parcel Rec. No.
960463 Amended”.

the same edits to the 4 legal description titles listed on page two of the plat as well!”
Garfield County Consulting Engineer, Chris Hale PE: Requested that any irrigation ditch
information be provided and that all statements of authority be recorded.

VI. STAFF ANALYSIS AND CRITERIA
Code Analysis
The application meets the requirements of 5-305 Amended Final Plat Review, in that it does not
create additional lots, result in the relocation or creation new roads, and will correct any
technical errors.
The application will not alter the lot’s compliance with Article 7 Standards , nor does it impact
compliance with Article 3 Zoning Dimensions.
Staff Further Analysis and Discussion
The application will not alter the lot’s compliance with the previous subdivision exemption
approvals. The new final plat should specify that the Germano Exemption Lot will maintain its
appropriate plat notes, which will not apply to the lot not within the Exemption.
VII. RECOMMENDED FINDINGS AND CONDITIONS
Suggested Findings
1. The application fulfilled the notice requirements for an Amended Final Plat
2. The application complies with the items of Section 5-305 Amended Final Plat.
3. The application complies with Article 7 - Standards.
Suggested Conditions of Approval
1. That all representations contained in the Application submittals shall be conditions of
approval, unless specifically amended or modified by the conditions contained herein.
2. Final edits to the Final Plat, including plat notes and title, shall be completed and then
submitted to the County (including County Attorney, Surveyor, and Assessor offices) to
be reviewed and accepted prior to execution and recording. Updated final plat shall be
provided digitally for review prior to a mylar being prepared.
a. The designations of “Parcel A” and “Parcel B” on the plat should be changed. “Parcel
A” is Lot 2 of the Germano Exemption and it should continue that num bering
convention, calling it “Lot 2 Amended of the Germano Exemption”. “Parcel B” is the
Exemption Parcel per reception no. 960463, and should be titled “Exemption
Parcel Rec. No. 960463 Amended.” Similar naming conventions may be acceptable,
but shall be reviewed prior to mylar being printed.
b. All easements and other items noted in the title commitments shall be included on
the final plat.

Thanks for the referral on this one, I am so excited to hear this is moving towards final approvals, it's one l've worked on
for the past 5 years and l'm thrilled to hear the Snyders are nearing the finish line. I revíewed the plat and it looks good
to me save for one thing.
The designations of "Parcel A" and "Parcel B" on the plat should be changed. "Parcel A" is Lot 2 of the Germano
Exemption and I think it should continue that numbering convention, perhaps calling it "Lot 2 Amended" would
be best. "Parcel B" is the Exemptíon Parcel per reception no. 960463, and perhaps should be titled "Exemption
Parcel Rec. No.960463 Amended".
Other than my edit above this looks great to me and l'll look forward to receivíng the recorded copy when the time
